Crucially it's the finished garment that's certified, at a stated maximum wash count — so decoration, alterations and laundering all bear on compliance. Hi-vis is CE Category II, meaning a Notified Body is involved and its certificate is verifiable in NANDO. What 20471 does not cover: flame, chemical, arc or anti-static protection — each is a separate standard, which is why energy and rail specs stack 20471 with 11612, 1149-5 or 61482.
Types and Performance Classes, not EN classes
ANSI/ISEA 107 is the North American high-visibility standard, and it classifies differently from EN ISO 20471, which trips up buyers selling on both sides of the Atlantic. It defines garment Types by use — Type O (off-road), Type R (roadway), Type P (public safety) — and Performance Classes 1/2/3 by material areas, plus a supplemental Class E for items (like trousers) that only reach a class in combination. The physics is identical to EN ISO 20471 (fluorescent background plus retroreflective tape), but minimum areas, test methods and labeling differ, so a garment is certified to one standard, the other, or both. The costliest specification errors live at the borders. High-visibility (EN ISO 20471 / ANSI 107) is not flame resistance — ordinary fluorescent polyester melts, so flash-fire zones require FR-hi-vis certified to both 20471/107 and EN ISO 11612 / NFPA 2112 on FR fluorescent fabric. Hi-vis is not weatherproofing — EN 343 is a separate rain standard stacked onto shells, and a jacket can be Class 3 and not waterproof, or waterproof and not hi-vis.
